
From May 24 to 25, the "First National College Students' Cultural Relics Protection Law Moot Court Event" initiated and guided by the State Administration of Cultural Heritage and co-organized by the China Cultural Relics Protection Foundation, Shanghai Cultural Relics Bureau, and East China University of Political Science and Law was officially launched at the Changning Campus of East China University of Political Science and Law. This youth event of "rule of law + cultural relics" is a vivid classroom for college students to enter cultural relics and cultural relics protection law. The event also announced the establishment of the Shanghai Cultural Relics Rule of Law Research and Communication Center, which is also the first research institution in the country jointly built by cultural relics departments and universities to focus on "cultural relics + rule of law".

As the first law in my country's cultural field and the basic law for cultural relics protection, the Cultural Relics Protection Law has been revised and improved many times since its promulgation in 1982. On March 1 this year, the newly revised Cultural Relics Protection Law was officially implemented, providing more precise legal support for cultural heritage protection work in the new era.
In order to promote the new law to be "into people's minds and into the profession", the State Administration of Cultural Heritage has launched a series of projects to popularize and implement the law, and the moot court activity is the "highlight" of it. Through the "explain the law through cases" moot court debate format, it guides college students to deeply understand the legal provisions, promotes cultural relics law education and talent training, and creates a strong atmosphere of "protecting the treasures of Chinese civilization according to law" in the whole society.

This event is open to full-time college students nationwide, and teams are formed by school. After selection, 8 college teams from Beijing, Shanghai, Shaanxi, Gansu, Shandong and other places were successfully shortlisted. The debate topic was jointly written by cultural relics protection experts and legal experts, and closely followed the core provisions of the new law and practical problems.

The preliminary and final rounds of the event were held at the Changning Campus of East China University of Political Science and Law. This campus, which spans three centuries, was originally the site of St. John's University. It was announced by the State Council as a national key cultural relic protection unit in 2019. It retains many cultural relics buildings with unique styles and is itself a "living cultural relic protection textbook." Holding a moot court in a national protection unit is a vivid practice of "protecting cultural heritage with the rule of law."

The "National College Students' Cultural Relics Protection Law Moot Court Activity" is an innovative measure to popularize the law on cultural relics protection. On June 14, Cultural and Natural Heritage Day, the event will also hold an encore performance in the host city of Changsha to expand the coverage of legal education.

At the closing ceremony of the first National College Students' Cultural Relics Protection Law Moot Court Event on the same day, the Shanghai Municipal Cultural Heritage Administration and East China University of Political Science and Law signed a strategic cooperation framework agreement. The two parties will integrate their respective high-quality resources in practical experience, disciplinary advantages, etc., relying on the East China University of Political Science and Law's Tao Feng School of Journalism and Communication, to jointly build the Shanghai Cultural Relics Rule of Law Research and Communication Center.

As the first research institution in the country jointly established by cultural relics departments and universities focusing on "cultural relics + rule of law", this cooperation will be under the guidance of the State Administration of Cultural Heritage, fully integrating the professional strength and practical experience of Shanghai Cultural Heritage Bureau in cultural relics protection, and the scientific research advantages and legal discipline background of East China University of Political Science and Law, aiming to create a comprehensive platform for cultural relics rule of law that integrates academic research, talent training, cultural communication, and social services, thoroughly implement the newly revised Cultural Relics Protection Law, and promote the innovative development of cultural relics rule of law construction in all aspects.
It is reported that after the establishment of the center, both parties are committed to building the center into an innovative platform for the construction of Shanghai's cultural relics rule of law, and strive to provide a replicable and popularizable "Shanghai experience" for the construction and improvement of the national cultural relics legal system.
